Since we no longer include a mark at the first or last frame for "cut to beginning/end" cuts, including the marked frame won't cause problems (i.e. if we did have a mark at the beginning or end, and included marked frames, then we'd always keep first/last frame)
[13:37:07] sphery: so I'd say pick an approach and go with it, then "advertise" it--i.e. stuartm's "cut to mark, exclusive" approach would be fine and would make it easier to edit by keyframe (so you don't have to go one frame before or after the keyframe you skip to)
