XDS can technically go in either field, but in practice is found in field 2. There is no 3rd field that is just some overloading of the field specifier in ffmpeg.
[13:52:56] danielk221: Generally CC1 will be used for primary language captions and CC3 is used for secondary language captions, while CC2 and CC4 are left unused since they share very limited bandwidth with CC1 and CC3, resp.

[14:23:05] danielk22: If you allow data from any field you'll end up mixing CC1 and CC3 and you will have English and Spanish captions jumbled together for broadcasters that follow the rules.
