I traded a few emails with the programming manager from (IIRC) KING and it took several emails before I deduced and got it across to her that her company was paying a third party to inject EIT data into the transmission.

it's the vicious circle of TMS data exchage. some dept at the affiliate gives it to the network, the network gives or sells it to TMS, TMS sells it to local tech company who knows how to do EIT, and the local affiliate pays them to add it to their broadcast stream.

the "TV data" from the local affiliate consisted of a hand-written spreadsheet containing show names. no descriptions. Stuff was broken up between cells like "KING News" "at 10" rather than merged cells with a newline in them.
