As far as the rest, you probably don't need 4GB RAM--2GB should be plenty--but it doesn't hurt, especially if your mobo uses shared RAM for graphics. The hard drive is a good start--I wouldn't go with less than 1TB today--and you can always add more. I can't really comment on the mobo or the video chipset. I have unpouplar ideas on those.
